later this morning is reverse some of those steep defense cuts that are part of that fiscal cliff that is looming at the end of the year. and here is one excerpt from the speech that we'll be hearing from mitt romney later on this morning. it goes after a chief theme of president obama. not only over his presidency but over his first campaign. here it is. it says, quote, i know the president hopes for a safer, freer and more prosperous middle east allied with the united states. i share this hope. but hope is not a strategy. we cannot support our friends and defeat our enemies in the middle east when our words are not backed up by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of and the perception of our strategy is not one of partnership, but of passivity. soledad, yesterday some of his senior foreign policy advisers had a conference call with reporters. they were sort of laying out some presidencies of past that they think mitt romney might share some of these principles with. and the presidencies that they mentioned w

in the middle east when our words are not backed up by deeds, when our defense spending is being deeply cut off, when we have no trade agenda to speak of, and the perception of our strategy is not one of partnership but of passivity. host: that was mitt romney yesterday. it garnered a headline in "usa today" -- how much of the speech was against president obama and what he's done and how much of it was laying on his own trajectory and agenda? guest: mostly in his role as a challenger, this is about a critique of the obama foreign- policy. that's a very common tactic by challengers. there were some good lines. he talked about hope is not a strategy. he's trying to emphasize his critique of obama as leading from behind, which was from an unnamed administration official at the end of a 8000 word new yorker magazine piece last year. it has become a staple of republican critics of the president's foreign-policy. there are some real differences between obama and romney when it comes to foreign policy. those are substantive. romney has called a rush of the -- called russia the number one geopolitical

if the president's not on defense in some of these states. are we going to take a beating down ballot? that one debate performance turned the mood of republicans around? it's just one debate. there are two more debates to go. you heard governor romney, his tone and his tenor. senator obama stumbled many times back in 2008. he has stumbled here in that first debate in 2012. the test is, how do you recover? and governor romney is more confident and he's trying to address his weaknesses. gloria just noted, reaching for the middle. saying, i want to governor. i'm not going to lay out my entire tax plan, because i would have to negotiate with democrats a and republicans. trying to make it not just about big bird, but we can't keep borrowing from money to pay for things we can't have. trying to make that 47% go away. wolf, in my travels, in michigan a couple of weeks ago, and in ohio, middle class people who have struggled the past few years were deeply offended by that. so governor romney's smart to try to make it go away. >> i want everybody to stand by. we have much more to assess what's going on.
